NGT questions state Govts on appointments in pollution control boards
NEW DELHI, Aug 24: The National Green Tribunal today questioned state governments and Union Territories on top appointments in state pollution control boards and directed them to fill the vacancies with persons with requisite qualification within three months.
The green panel, which also issued a slew of guidelines for appointments to the posts of Chairman and Member Secretary, said the nominations should be of persons who have "special knowledge, practical experience or qualification in environment protection studies" and not on the ground of their association with state government.
"The State Governments/Union Territories shall constitute the Pollution Control Boards strictly in accordance to Section 4 of the Water Act and Section 5 of the Air Act, and the eligibility criteria...for appointment of Chairman/Member Secretary of the Board.
"State governments are to notify the rules under Water and Air Act expeditiously specifying the qualifications and experiences required for post of Chairman/Member Secretary.
The post of Chairman/Member Secretary should be advertised and thrown open for all candidates irrespective of the fact whether they are in the government, academia or in private sector, so as to attract the best talent," a bench headed by NGT Chairperson Justice Swatanter Kumar said.
The judgement came on a plea by Uttarakhand resident Rajendra Singh Bhandari, who had challenged the constitution of state pollution control boards on the ground that people who did not qualify were appointed as Chairman, Member Secretary and Members of these boards.
According to the plea, these appointments are bound to affect environmental issues seriously in as much as the grant of consents under Prevention and Control of Pollution Act and the entire regulatory regime depended on the effective working of these boards.
The tribunal said the states should have latest equipped laboratories for analysis of samples of trade effluents and asked the state governments to develop the infrastructure in the State Board by professional and technical officers to cope up with increase of industries and development centres.
The NGT said despite clear provisions of law, guidelines by the Monitory Committee constituted by the Supreme Court and directions issued by the Centre, the qualifications of the persons who were being appointed by the State Governments did not show much improvement which affects the working of the State Pollution Control Boards and was resulting in degradation of environment. Revamp education sector

The Longding district students union has made startling revelation by claiming that only 270 teachers are posted in the district to cater to the needs of 14,921 students. Even going by the Arunachal standard this data is deeply worrying. In our state there is huge gap in the teacher-student ratio. Many schools especially in interior areas are battling serious teacher crisis. The shortage of teacher especially that of the subject teacher is a major problem. State government has totally failed to address this concern. Day by day the situation is going out of control.

The performance of government run schools in this year’s CBSE exam has been quite pathetic. Government should intervene at the earliest to revamp the education sector. Transfer and posting of teacher should be rationalized. At present majority of the teachers are posted in capital complex and district headquarters. On need basis the transfer and posting should be carried out. Also the recruitment of teacher should be done with utmost transparency so that qualified teacher is selected. The new education minister Honchun Ngandam has given ray of hope by announcing that in future the recruitment process of teacher will be handed over to public service commission. This has been warmly received by the people of state. Hopefully the commission will conduct fair recruitment in coming days.

Uncertain future of Sportspersons

Dear Editor,

It is a festive season for the Olympian stars and their fans all over the world, as they are welcoming their stars from Rio Olympic. Lots of news are also popping up from the state governments about announcing various offers and gifts to the Olympic winners coming from their respective States; Haryana government announcing Rs 2.5 crore for Shakshi Malik a bronze medallist wrestler, Andhra Pradesh Rs 3 crore for shuttler PV Sindhu, a silver medallist and Tripura government announcing to promote their Olympic star DipaKarmakar.

The question now arises, why is the state government spending crores of money in a single player? If they could have supported the budding players earlier with advanced tools and technique then we could have achieved more numbers of medals. In summer Olympic 2012 Indian Olympians brought 2 silver and 4 bronze medals which have cut to 1 silver and 1 bronze medal this year and who knows what may be in the future Games. This is a high time for the Sports authority to direct the concern department or government to provide an international-like training centres or institutes for various disciplines of sports as one of the renowned CM of Tripura has promised to its people of building an international-standard gymnastics coaching centre in Tripura.

One of my friend in a humorous way compared the medals won by India and the gold medals won by Usain Bolt, the fastest runner on the planet and Michael Phelps, the greatest swimmer of all times. Indians can too compete with them if they are moulded and given a right treatment with best of the facilities and direction, as we can see in the field of cricket that young talents are given ample opportunities and facilities and their virtuous  performance has put India in the rank of2nd in T20 and Test whereas 3rd in ODI.

Some critics argue that politics should be kept aside in the field of games and sports or else it will ruin the future of games and sports in India. Talent hunt can be conducted once in a year for remote places where talent should be the only reason considered for the selection. The illegitimate third party who attempts to sneak into the selection through unscrupulous way should be monitored and checked.

The dilemma

Dear Editor,

With the frequent revolution of the Government in the State led by His Excellency the Governor, the Chief Minister followed suit by his string of Cabinet Ministers, one can never be certain of who had claimed the most coveted seat the next morning as we wake up from our long slumber.

The uncertainty of the Ministers of occupying their hard earned chair for which they were willing to walk to the arena of Do or Die game have made it even more complicated for the citizens to settle down with the ever emerging question of Who’s Who of Arunachal Pradesh.”

As I recall, ever since the tragic incident of 30thApril 2011 which led to the death of former Chief Minister, Lt. Dorjee Khandu whom we can remember as one of the most charismatic leaders of Arunachal Pradesh, the State have witness four successors taking oath as the Chief Minister. 1) Lt. Jarbom Gamlin (5th May to 3rd Oct’2011), 2. Nabam Tuki (1st Nov’2011 to 26th Jan’2016), 3. Lt. Kalikho Pul (19th February’16 to 13th July’16 ) and 4. Pema Khandu (17th July to till date). But the larger point is though the State have come across this very gifted intellectuals in short span of time, least has it mattered to the General Knowledge or Who’s Who of the State.

There was a time when the loyal citizens whether old or young, whether school goers or not had a very keen interest to stay updated with the State’s Who’s Who. But gradually as years have gone by the ardency and the passion of wanting to keep oneself updated of the latest reshuffle in the GoAP have declined because it has become like everyday breath. I sometimes do wonder that in nearer future if questions ever do arise in any competitive exams concerning this very topic “Who’s Who of the State”, will it be with options marked as, a), b), c) with specific dates against their name, or d) none of the above?

Well this is just self-assumption and time will tell us better as better leaders have emerged and have been sworn in and have conquered the most coveted platform. May we wish the best to them and may they bring a revival in the state to free us from the dilemma.

Sporting success can wait

Dear Editor,

There lies no doubt to the fact that if proper sporting infrastructure gets established and the sports persons are provided with quality coaching and equipment, India or any other nation can bag dozens of medals from Olympics. Also ranking high up in the Roll of Honour by bagging number of medals appears good.

But can performing well in Olympics be the be all and end all of life? Just take a glimpse at the Rio Roll of Honour. While the top half of the list comprise of China, Russia, Brazil, Kenya, Jamaica, Colombia, Iran, South Africa, North Korea or Ethiopia; the bottom half gets represented by the likes of Singapore, Ireland, Norway, Austria and Finland. Iceland or Bhutan does not even feature in the list! Now take a look at the Human Development Index. We will come across just the reverse picture. While the Singapore, Austria and Iceland rank high up in the parameter of human development; less said about the China, Brazil, Ethiopia, Iran, North Korean the better. Apart from “boasting” of supreme inequality in the respective societies plagued by demons of hunger, illiteracy and joblessness; many of the comparatively successful countries in the Olympics severely lack democratic values, sexual equality, internal peace and freedom of speech.

In contrast many countries featuring low in the medal list have ensured social welfare for all section of the population, reside as oasis of peace and practically cherish the values of democracy, tolerance and humanity. Even Iceland, bagging zero medal in Rio, is highly superior to even USA, Britain or Italy in many respects.

There lies no doubt to the fact that as far as priority of a nation should be concerned; maximum stress need to be awarded to human development, peace, tolerance and democratic values. Sporting achievements can come later. Yes, achievement in Olympics is merely symbolic in nature. There lies no reason to go over the moon in delight if our country ranks high in the medal list. Similarly there arises no question of shame if a country bags a mere silver and a bronze or draws a blank. Instead of making sporting achievements the ultimate yardstick of success, we should see to it that our respective countries can morally hold their head high by ensuring food, attire, home, education, medicine, justice and free speech to all. Hankering for sporting success can wait.

Kajal Chatterjee,
